As a follow-up to my previous post on the topic, today I found out about Votebot

A collaborative democratic platform built on top of GitHub, designed for open policymaking and manifesto writing.

The GitHub dependency is a show-stopper, but the mechanic behind it is very close to what I imagined as an ideal system.
